Black Youth Resilience and Community Resilience Project (BYRCRP)

The Black Youth Reintegration and Community Resilience Project (BYRCRP) is a community-based reintegration and supportive housing initiative by Emerging Lives Initiative (ELI) that provides Black youth and young adults transitioning from correctional facilities or other justice-involved circumstances with the stability, support, and opportunities they need to rebuild their lives.

 

Ottawa continues to face a significant shortage of affordable and supportive housing. For many justice-involved young people, the lack of safe accommodation becomes one of the greatest barriers to successful reintegration, increasing the risk of homelessness, unemployment, and reoffending. BYRCRP responds to this challenge by providing community reintegration housing alongside comprehensive support services that help participants achieve long-term stability.

 

Beyond housing, participants receive individualized case management, mental health and wellness support, life skills coaching, mentorship, financial literacy, and employment readiness support. The program also creates pathways to employment by helping participants build workplace confidence, develop transferable soft skills, and prepare for meaningful careers. Through résumé writing, interview preparation, workplace communication, goal setting, digital literacy, and career coaching, participants gain the tools needed to successfully enter and remain in the workforce.

 

A key feature of the program is its partnership with the construction sector, where participants have opportunities to gain exposure to the industry, develop practical skills, and explore employment opportunities. By connecting participants with construction professionals and hands-on learning experiences, the program helps address both individual employment goals and the growing demand for skilled workers while contributing to solutions that support Ottawa's housing needs.

 

The program is delivered through a culturally responsive, trauma-informed, and strengths-based approach that recognizes each participant's potential and equips them with the confidence, skills, and support needed to thrive. Our multidisciplinary team works alongside community organizations, justice partners, employers, and service providers to create personalized reintegration plans that promote accountability, resilience, and independence.
